WP2 meets the demand to "assess the weaknesses and shortcomings of the CEAS in general and of the Dublin arrangements in particular, differentiating between deficiencies in the legal design of the system and in its implementation". Specifically this WP aims to describe and analyse the effectiveness of the impact of different tools for harmonisation of the CEAS; to evaluate the EU's prospects on harmonisation, regionalisation and externalisation of EU asylum policies; and to assess and evaluate the gaps in the implementation of national asylum reception systems and solidairty mechanisms.
